Baghdad, August 21 / August (Rn) – The parliamentary legal committee, Sunday, said that the amendments to the Law of the National Council for the strategic policy (NCSP) down to the agreed upon need time, indicating that many of its provisions opposed the powers granted to the Prime Minister.

The Iraqi Council of Representatives may be held on 11 this month, the first reading of the draft Law on the Council strategic policies assigned by the Presidency and the sound of it, in principle, amid opposition from a coalition of state law on some of its clauses, which he described as a violation of the Constitution.

It was agreed that leaders of political blocs, the second of August / August, during the meeting which was held at the home of President Jalal Talabani, to be the passage of the National Council for the policies of the Supreme, which is expected to be headed by the Iraqi leader Ayad Allawi.

A member of the Legal Committee bright Naji, told the Kurdish news agency (Rn), “The Law Council strategic policies when it was tabled in the House included many of the items in violation of the Constitution, as is supposed to be compatible with the Constitution does not jump on the exclusive powers.”

Said Naji that “the Constitution grants exclusive jurisdiction of the Council of Ministers and the President, and the terms of the Law Council policies inconsistent with the constitutional powers, and must be drafted drafting legal right”, noting that “everyone suffered from the legislation of laws in a hurry and then re-examined for the purpose of amendment.”

It is believed a member of the legal committee that his committee needed “time for the purpose of amendments to the law,” before being ready for a vote.

The agreement included the formation of the government within the initiative of the President of Kurdistan Region Masoud Barzani, given the position of prime minister of the National Alliance and the formation of a new council called the “Strategic Policy Council” shall be vested in his list of Iraq.

The Council, Political affairs, foreign and domestic policies, economic and monetary affairs, security and military affairs, energy oil gas electricity and water .. And others, and the environment and food security.

The National Alliance strongly opposes the request for the list to vote on the Iraqi Prime Alastruthristih policies within the Council of Representatives to be considered contrary to the Constitution, while insisting that Iraq should be voted into the House of Representatives for the acquisition of status legitimacy.

The leaders of Iraqi political blocs last November on the initiative of the President of Kurdistan Region Masoud Barzani, which focused on renewing the mandate of Prime Minister Nuri al-Maliki’s government by forming a national partnership.

And among the political blocs agreed the initiative on a number of points, including the commitment to the Constitution, and the achievement of consensus and balance, and end the work of the accountability and justice, and activation of national reconciliation and the formation of a government of national partnership.
