The previous deputy governor of the Central Bank of Iraq (CBI), Mr. Muthehar Mohammed has confirmed that around 40 billion USD have been spent by Iraq as salaries for the country’s employees. However, he also added that the government will be unable to borrow from CBI, if any compensation required managing financial shortfall.
He added that "the total annual salaries were up to about 40 billion dinars, with the emergence of an actual deficit worth up about 30 Trillion dinars, which was supposed to be a moderate deficit."
He added that "the emergence of a deficit at the beginning of the fiscal year shows that there is a higher ceiling of expenses that are not compatible with the revenue."
