Economic specialist Dr. Caesar Al-Samarrai stressed, "The necessity of encouraging research centers in universities, institutions and youth organizations to embrace the innovators and encourage them to build the country and achieve true sustainable development synchronized with technological developments in the world."
He said, "Banks and financial institutions must have a role to support creators and incubate their projects to build factories and medium and small factories and support the building of research centers in these institutions and the work of intermarriage and harmonization between the private sector, the government sector and governmental and private banks in order to fuse their scientific, creative and financial capabilities in the crucible of the new technological economy."".
He indicated that "the cabinet, the central bank and all institutions and ministries are concerned and have the responsibility to save the country and save its competencies and creators, invest patents, innovators and project owners, encourage them and support them financially and morally,
and establish a special body in the cabinet for research and development, whose mission is to support research centers in scientific institutions and ministries, activate them and follow them up." For the purpose of achieving economic well-being and comfortable living."
