Arab Political Council demanded in Kirkuk, Saturday, the House of Representatives enactment of a special law for elections to the province, saying that the legislation law will correct a lot of the wrong political equations in the province and maintains its national identity.



The leader of the Council, Sheikh Abdul Rahman singer Assi said in an interview for "Alsumaria News", "The Arab component in Kirkuk have been disappointed since the start of the new political process after the occupation of Iraq, which included the passing of Article 140 that expired constitutional down to cancel the first and second paragraphs of Article 23, two special elections in the province, "calling for the presidency of the parliament to" private law legislation to Kirkuk Provincial Council elections the long-awaited order to ensure broad participation in the free, democratic and fair elections. The MP for the Arabs of Kirkuk, Omar al-Jubouri revealed, in (29 August 2013), that the Federal Court did not abolish Article 23 special election, conservative, stressing that the court kept the paragraph the enactment of the special election of the provincial council, in what was considered that the statement of the Kurdistan Alliance on abolition of the article is untrue.



It welcomed the parliamentary blocs, (26 August 2013), the decision of the Federal Court judge declared unconstitutional Article 23 of the Law on Special provincial elections in Kirkuk province, demanding the Electoral Commission for elections to expedite Kirkuk council elections as soon as possible.



It is noteworthy that the President of the Parliamentary Legal Committee Khaled Huani announced, in (3 August 2013), he made an appeal to the Federal Court for the purpose of the repeal of Article 23 of the law of provincial councils for the year 2008 being the rule "unconstitutional."
