BAGHDAD / Center Brief for the Iraqi Media Network (IMN) - Parliamentary Finance Committee said Tuesday that a majority of committee members voted in favor of not returning to the draft budget of the Federal government with the need to pass the budget without the requirement of political consensus

A member of the Committee Secretary Hadi's ( IMN ) said, "" There are two options to resolve the dispute on the items in dispute with the province to the draft budget, the first to take over the federal government with Alaqlm consensus on solutions to problems, or to settle the House of Representatives problems Baltsot majority and Masaorteurh Council will become mandatory for all ".

He added that "the draft federal budget displayed in front of the Presidency of the Council of Representatives to put to its first reading next week, because the project is returned to the government means that the delay in approving the federal budget to the House of Representatives next and disable all projects."

The Presidency of the Council of Representatives decided to postpone the first reading of the draft law on the federal budget for two consecutive sessions because of political objections and lack of quorum.

The government introduced the Kurdistan region of three proposals for the management of oil wealth ensures the first reimburse the oil companies operating in the region and give a percentage of the 17% of the budget of the province against the delivery of the region's oil extracted from Kurdistan to be exported by the central government. The proposal included the second commitment of the leadership of the provincial government to deliver 400 000 barrels of oil per day, according to the agreement previously, and if the number had fallen for the agreed amount will be deducted from the differences in the proportion of the provincial budget.

While the third proposal suggests that the government take over the process of extracting and exporting oil from the region, like the rest of the oil-producing provinces, and that the government is committed to provide all the benefits mandated by provincial law.
