Prime Minister Nuri al-Maliki on Sunday, expanding the powers of provincial governments, including transfer of ration, with the establishment of federations currently displays the national unit for large problems.


Maliki said while attending the regular meeting of the higher Coordination Committee of the governorates that are not organized in the territory which was held today in Baghdad and was attended by "alsumaria news", that "the trends we are granting the provinces broad powers that the Constitution, passed in order to settle the case on the issue of claim construction federations", stating that "these powers is to transfer the ration card Department of the provinces".



Al-Maliki said that "achieving broad powers to provincial and local governments will be under the Federal theme of national unity at this time for the sugar to large," adding that "the Government adheres to expand the powers of the provinces, in order to make the process of stability and cooperation between Central and local Government to assume the burdens of managing the country in this difficult transitional phase".



The House of representatives voted last June, on the proposal of the law on second amendment law of governorates that are not organized in the territory of the No. 21/2008, that delegation of authority between the Centre and the governorates that are not organized by County, and exclusive powers and control of both central and local governments, as well as how to compromise Government powers or powers to temporarily or permanently.



Article 119 of the Constitution stipulates that, every province or more, the composition of the territory at the request of the referendum, in one of two ways: the first request of one third of the members in each of the provincial councils, which aimed at formation of the territory and, secondly, of ten voters in each of the governorates intending to configure.
