A source at the meeting of the Presidium of the House of Representatives with the Finance Committee and the leaders of parliamentary blocs on the budget bill, the state's fiscal year 2013 for the reasons for the lack of agreement on the budget.

"
He added that "the rest of the representatives of the blocks at the meeting objected to the claims of Kurds, and student representatives of a coalition of state law in the meeting to reduce the region's share of the budget to 13% and put percentages of the vote."
"The student representatives of the Iraqi List, making provincial and local governments are managing strategic projects and services in the provinces, and the transfer of management of the ministries, and reducing the allocations of the Council of Ministers and the General Secretariat of the Council of Ministers, and recycling amounts to service projects."
