MP: Reform package prevents creation of regional and local "dictators"

ERBIL, July 21 (AKnews)- The reform package by the National Alliance (NA) limits the tenure of regional presidents and governors to only two terms in order to avoid creation of "local dictators," Xendan news agency said.

The source cited Saad al-Mutlabi of the State of Law Coalition (SLC) saying that the reform package does not limit the tenure of the Iraqi prime minister.

Mutlabi said similarly the package does not limit the terms of the Iraqi president and speaker of the House of Representatives "because this is illegal."

He added for limiting the terms of the three senior posts the constitution should be amended and this is subject to the result of a public referendum.

The no-vote of three provinces prevents any amendments to the constitution.

The MP from Prime Minister Nouri al-Maliki's SLC said that there are 40 controversial points in the constitution which the political parties are still debating over.

Despite this "we have information that five southern Iraqi provinces will not allow for amending the constitution, Mutlabi said, so any efforts for limiting the terms of the three presidencies will be "a failure."

He added the package instead demands increasing the authorities of the provinces.

Mutlabi added the provinces need to be more served so that they exploit their internal capacities and take over the responsibility for projects from the ministries.

The MP urged the other parties to cooperate for the success of the reform bid.

"We want, by increasing the provincial authorities, to compensate the citizens who have sustained damages from some ministries which have not been able to appropriately accomplish their projects."
