Parliamentary Finance: Tables of food security amounts will not exceed 25 trillion dinars

The Parliamentary Finance Committee confirmed, today, Wednesday, to proceed with reading the proposed law on emergency support for food security and development in preparation for discussion and its passage in accordance with the powers of the legislative authority, while confirming that the schedules of amounts will not exceed 25 trillion dinars.

A member of the Parliamentary Finance Committee, Khalil Al-Dawsky, told Al-Iraqiya News, and it was followed by the Iraqi News Agency (INA), that

"the draft food security law is an urgent necessity due to the
    rise in food prices globally, the
    energy crisis and its debts, and the
    water crisis that threatens the provision of drinking water to Iraqi cities, as well as the
    risks that threaten the environment."

He added, "The Finance Committee submitted a proposal for the bill according to the constitutional powers granted, which allow ten or more deputies to present any bill before the House of Representatives, and amendments were made to it in order to have a formula that supports the directions of its legislation. The total amount may change and items may be added according to the requirements of the interest and the existing financial abundance."".

He added, "Tomorrow, a first reading of the proposed law will be conducted, and

then it will be discussed before the second reading takes place from several aspects."

He pointed out that "the schedules of amounts in the proposed law will not exceed 25 trillion dinars, and

it is possible to have a parliamentary majority to pass it as a national and humanitarian duty in the service of the public interest with the aim of providing the basic needs of the Iraqi citizen because fluctuations in food prices are great and there is also a drought crisis, and this requires money to deal with it.".

On the draft 2022 budget, Al-Dosky said, “its legislation is linked to a political agreement to name the President of the Republic and the designate to the Prime Minister and prepare it by the new government because the Federal Court’s decision prevents the caretaker government from submitting the budget.”

Earlier today, Wednesday, the First Deputy Speaker of the House of Representatives, Hakim Al-Zamili, confirmed that the Emergency Food Security Support Law is not a substitute for the budget.

Al-Zamili told the Iraqi News Channel and followed by the Iraqi News Agency (INA), that "the emergency support law for food security and development proposed by the Parliamentary Finance Committee is not a substitute for the budget."

He added, "The proposed law is specific to addressing the
    electric power crisis,
    importing gas, and
    paying gas debts, and it will
    provide the ration card items for citizens."

He pointed out that "the law will also support the
social welfare network."
