There is no doubt that privatization has its legal texts that protect and frame it, so that it has the first position in employment in general, not employment, which it will leave to the Service Council and the owners’ movement, on which the influential and some of the first lucky ones are betting.
And because the executive body is flabby, and less than a quarter of it is sufficient to manage government work, the first concern of the Service Council is to address quality, not quantity, and this is one of the most important matters.
In order for the council to be qualified for this, it is necessary to reduce the weight resulting from the non-fundamentalist employment priorities, (normal to special degrees), and this is done through constructive privatization, and not by promoting economic distortions that have disrupted 90% of private sector factories and projects for reasons that are not understood or Acceptable, according to the standards of the market economy, and even according to the laws of the public sector to which the private sector was a tributary or integrated with it, whether through the mixed sector or from the private laboratories.
Thus, the infection included the public and mixed sectors, which are facing the rogue import sector, and the confrontation is done intentionally for the three sectors, as private factories still pay income tax, profession, renewal fees for industrial development identities, the Federation of Industries, social security contributions and statements fees, as well as rent and extinction allowances, and the cost of electricity for those He dares and runs his lab.
As for the mixed sector, it does not protect its public and private brothers. Neither the public sector sponsors it nor the private sector because it has not resolved the problem of unemployment through privatizing the public sector, for legal reasons that require parliamentary impetus for legislation commensurate with early retirement of projects, which were thwarted by commercial privatization, which achieved record numbers on Account of the Iraqi labor of the three sectors.
In order to wean employment from the desire and the only hope of working in the public sector, it is necessary first to implement in a practical, positive and creative way the imposition of a new social security law, for everyone who joins under its tent, if we know that the causes and operating factors in the public sector are known cause and effect, as embodied in the Conference Recovering Iraq’s money, for the smuggled money is the result of incomprehensible economic, moral and legal reasons, and by returning it we understand the reasons, as the projects on paper, and even half or tenths of the projects did not work in the fight against unemployment, because the medicine is known and incantations and electoral programs do not benefit it.
In safe international havens, we should bet on it strategically and make it a matter of Iraqi, regional and international public opinion, to resolve and privatize unemployment, so that we can open our projects without stumbling blocks and let our national product shine with pure Iraqi decisions.
