Despite its continuing failure to fully implement the international resolutions adopted under Chapter VII of the Charter of the United Nations and related item the situation between the two countries, Kuwait reaffirmed to provide all the support and assistance to Iraq in order to speed up the process of implementation of its remaining obligations, to represent that an important approach to building trust between the two countries and the launch of their relations to a broader perspective based on respect for international law and legitimacy.

This came in a letter addressed to the Deputy Prime Minister and Foreign Minister Sheikh Sabah Al-Khalid to the Security Council president Jose Cabral, included updates on the implementation of the resolutions relating to item case, I was handed over by our representative to the UN Permanent Mansour Al-Otaibi.

Pleasure for me to express to Your Excellency my most sincere greetings and wishes for good health and wellness and yet,

We would like to draw your attention to the latest developments related to the remaining obligations on Iraq pursuant to Security Council resolutions relevant under Chapter VII of the Charter under the heading «The situation between Iraq and Kuwait, in particular resolutions 687 (1991), 833 (1993), 1284 (1999), 1956 (2010).

And in the following manner:

Issues of prisoners and the return of property and the National Archives:

Kuwait estimates the role played by high-level coordinator for the prisoners and missing persons and return of property Kuwaiti Ambassador Gennady Tarasov implementation of the mandate established by paragraph 14 of resolution 1284 (1999), also appreciates the constructive cooperation shown by the Iraqi government to end this humanitarian issue within the framework of the Tripartite Commission and Technical Committee emanating from under the chairmanship of the International Committee of the Red Cross to clarify the fate of missing Kuwaitis and other nationals of the three countries.

Has produced this collaboration to identify the body of 236 missing out of 605, but since 2004 there is no progress in revealing the fate of the rest of the missing, and we hope to continue and this cooperation will continue and be intensified in the next phase of the implementation of action plans and programs that are agreed upon between the parties concerned within the framework of the Technical Committee.

Therefore Kuwait supports the continuation of the mandate of the High-level Coordinator, Ambassador Gennady Tarasov to ensure the implementation of Security Council resolutions relevant, and hopes members of the Security Council support the continuation of his mandate in order to achieve substantial results help to close this humanitarian issue.

Maintenance of border markers:

Of the key commitments set out in Security Council resolution 833 (1993) did not find its way to implementation, is a maintenance project marks the border between the two countries, despite the considerable efforts made ​​over the past five years from the United Nations, under which the completion of several key phases of the project, but The final stage, a stage of actual to carry out required maintenance of the boundary markers, have been suspended and without justification, and Iraq continues to refuse, and since the response time to calls and repeated requests from the United Nations to pay his share of $ 600 thousand dollars and set a date to begin implementation of the final phase of the maintenance of border markers.

We hope that the Security Council reminded Iraq Bmsoalyate legal and advocacy of the implementation of its international obligations and its respect of resolution 833 (1993) who drew the land and maritime borders between the two countries, and calling on Iraq to be based as soon as possible in cooperation with the Secretariat to end the maintenance project marks the border.

The issue of compensation:

Iraq continues to implement its obligations stipulated by Security Council resolutions relevant to compensate those affected by the Iraqi invasion of Kuwait in 1990, has been under the resolutions of the Council deducting a percentage of revenue the sale of oil allocated to the Compensation Fund, has reduced this figure several times, most recently as provided for in resolution 1483 ( 2003) to deduct a rate of 5% of Iraqi oil revenues for the Compensation Fund has been confirmed by subsequent Security Council resolutions to continue to deduct this percentage was most recently resolution 1956 (2010), who confirmed in operative paragraph (III) to deduct the same percentage of non-cash payments is also (the payments for oil and petroleum products and natural gas to outstanding service providers).

And implementation of a decision the Board of Governors Compensation Fund, which was adopted in 2008 and asked to Kuwait and Iraq hold talks under the auspices of the United Nations to discuss the future of the amounts outstanding compensation, it was held the first round of talks in May 2009 in the capital Amman, Hashemite Kingdom of Jordan, after the end of this round was agreed to hold another round of talks between the parties to consider the best options that take into account the interests of both countries, but Iraq and to date did not respond to repeated messages from the Secretariat of the Commission is to hold the second round.

The bilateral relations between the two countries witnessed a remarkable development at various levels and there are serious desire to improve them and develop to a level that serves the interests of the two countries and two peoples and strengthen good-neighborly relations. We are confident that Iraq's implementation of its international obligations remaining under the umbrella of the United Nations and its respect of resolution 833 (1993) and its implementation on the ground will be an important approach to building trust between the two countries and launch a wider horizon to a strong relationship be based on respect for international legitimacy and international law and the principle of non-interference in internal affairs.

In conclusion, we would like to renew Kuwait's readiness to provide full support and assistance needed by Iraq to speed up the process of implementing the remaining obligations stipulated by Security Council resolutions related.
