Finance confirmed that it needs the approval of the House of Representatives
Called the Baghdad province and the Ministry of Finance to release half of the budget for regional development instead of 30 percent of them in order to achieve the largest amount of projects, as confirmed recently that it needs to legislate the law by the House of Representatives.
The governor of Baghdad, Dr. Salah Abdul-Razzaq's »Sabah»: to speed up the completion of projects that promote infrastructure in the country requires the cancellation of some routine procedures that form a ring trailing in the implementation of projects, calling on the Ministry of Finance to release 50 percent of the budget for development of the regions instead of 30 percent of them after obtaining the approval of the House of Representatives that, as well as taking into account the population size and number of employees in the province upon the determination of the operational budget.
He also pointed to the existence of equality in the financial allocations in a lot of doors and paragraphs between the provinces despite differences in population size, especially with regard to the allocation of grades, citing the example of the governorate of Baghdad, which they need this year to increase the cadre and install contract employees.
And Talib Abd al-Razzaq increase the proportion of budget that development of the regions allocated to the provinces in proportion with the size of the business and projects assigned to them, pointing out that what is being allocated to the provinces does not exceed 15 percent of all state investment budget, as given by ministries, 85 percent of them, stressing the necessity of a law or legislation that includes the allocation of 3 percent of the investment budget for the purposes of security, operation and maintenance of completed projects, since most of the projects implemented soon disappear, despite large amounts of money spent on because of the lack of a budget for sustaining what makes them vulnerable to neglect, theft and vandalism after a period of delivery and thus wasting public funds.
For his part, said an official source at the Ministry of Finance to release half of the budget for regional development to the provinces instead of 30 percent of them require the approval of Parliament through legislation or enact a law so provides, as well as a mechanism to launch those amounts be suitable for all provinces.
He noted that the Ministry of Finance launches the amounts of any province in the event of spending funds allocated for the completion of projects installed under the plan effectively, alluding to the possibility of the provinces or any party implementing projects to allocate part of the amounts of each project for the purposes of maintenance and perpetuation as an important part and the President of the completion of those projects.
