Sadoun added, "has also decided to instruct the Department of Justice to expedite the implementation of Resolution No. 29 for the year 2012, and directing the Department of Real Estate Registration first and second in Kirkuk to take the necessary actions and return the land to the owners."

He explained that "the parliamentary committee following the work of the government," and urged the government "to increase allocations to the Commission on Article 140 to 600 billion dinars in the 2014 budget, to end the file of compensation, which is the first phase of the mechanisms of the application of Article 140 of the Constitution."

The province of Kirkuk is one of the most disputed areas addressed by Article 140 of the Iraqi Constitution, while pushing Arabs and Turkmen claim towards joint management of the province, the Kurds seek to append it to the Kurdistan Region.
