House of Representatives vote on the amendment of the law of service and retirement of the Internal Security Forces and finished reading the five laws

House of Representatives voted in its seventh legislative term first legislative year fourth, which was held under the chairmanship of Osama Najafi, head of the House of Representatives and in the presence of 229 deputies on Tuesday, 07/16/2013, the proposed law on the first amendment to the law of service and retirement of the internal security forces as well as the termination of the first reading and the second Five Laws.

At the beginning of the meeting initiated by any of the above-Hakim made the Presidency of the Council of Representatives to congratulate the Iraqi people and the ladies and gentlemen of Representatives on the occasion of the holy month of Ramadan, expressing the hope that the months to work in the service of the Iraqis.

Then thanked MP Sheikh Khalid al-Attiyah on behalf of the National Alliance, Dr. Qusay al-Suhail, First Deputy Chairman of the House of Representatives on the occasion withdrawn his resignation and return to the exercise of his duties in the service of the people.

On the other hand, the Council voted on the proposed law on the first amendment to the law of service and retirement of the forces only procedure No. (18) for the year 2011 submitted by the committees of security, defense and law for the purpose of equality of civil servants in the internal security forces with their peers in the Ministry of Defence.

Beyond the Presidency postponed the first reading of the proposed law to amend the House of Representatives election law No. (16) for the year 2005 and the report of the Legal Committee to next Thursday in order to mature the proposed law.

The Council ended the first reading of the draft law on ratification of the cooperation agreement between the Governments of the Republic of Iraq and Saudi Arabia in the transfer of sentenced to penalties of deprivation of liberty and submitted by the Committees on Foreign Relations and security, defense and legal for closer cooperation actor in the transfer of convicts between the Government of the Republic of Iraq and Saudi Arabia, including consistent with the principles of national sovereignty and non-interference in the internal affairs of each other.

After the Council ended the second reading of the proposed Law on the Council of the Union and submitted by the committees of the regions and provinces and legal.

In interventions, ladies and gentlemen of Representatives on the law, MP Adnan al-Janabi said a few powers of the Council, which requires reconsideration by pointing to the need to reconsider the number of members of the Federation Council, according to the density of each province.

The MP demanded Iman al-Fadhli to give real powers of the Federation Council and addressing gaps that lead to interference with the powers of the House of Representatives.

The MP urged Maysoon to work for the allocation of a percentage of the members of the Federation Council of distinctive figures in Iraqi society in various fields.
MP Bahaa al-Araji, the importance of naming two each province Aedaoua the members of the Federation Council and according to certain conditions and to establish certain mechanisms and specific quorum for meetings and immunity.

For his part, MP Saman Fawzi called to take into account the development of the region and the need to deal with in particular by allocating more seats.

The MP said Ammar Tohme to the importance of the Federation Council imposed on various bodies of the implementation process of a secret ballot to choose its members.

MP Sabah al-Saadi that the main problem in the Federation Council concerning بصلاحياته which accounted for mixing with the powers of other destinations.

The MP said Najiba Najib that the number of members of the council must be according to the size of the regions and provinces, calling for special requirements for candidate membership of the Federation Council as well as to ensure the representation of women and minorities' quota allocation.

The MP Kanna has stressed that the House of Representatives the right to give up some of his powers to the Federation Council, calling for the protection of the rights of the Iraqi social components.

The MP Abbas al-Bayati, giving the right to nominate three presidencies 5% of the members of the Federation Council to represent the components of social justice and vote on them in the House of Representatives.

He reviewed the Attorney Hamoudi, the mechanics of the formation of the Federation Council or councils similar to his work in the Arab and Western countries proposed the election of council members by the provincial council on the one hand and people of the province the other hand, calling for a meeting of the heads of blocs to reach formats compromise on the bill.

He also noted MP Talal Zobaie that the importance is being Council will be the safety valve of the legislative process through filtering laws passed by the House of Representatives.

For his part, Deputy Sheriff Soliman warned to need for the Council to be representative of all segments of the Iraqi people and its components and allow those who have the qualifications and experience to be a member of the Council.

MP Khalid al-Asadi that distinguish members of the Federation Council by giving them the right of veto to اينسجم with the Constitution.

In his intervention, Mr. Najafi confirmed that a meeting will be held to the heads of blocs and the Legal Committee and with the participation of experts to discuss the draft law, the Federation Council after the end of its discussions.

so where are all those important laws they were going to pass. Also don't see any basket of laws passed. The only thing I see is adding more drafts to be put in with the 100 plus bills that are broken. What a fine group of representatives they have not. They probably not get the important laws passed this year, they still stalling on passing the laws
