In view of the State of law Coalition, on Friday, Prime Minister Nouri al-Maliki to Kurdistan, the Government held a meeting in Irbil on Sunday, it will be a "reassuring message" for the Kurdish people, and will emphasize the unity of Iraq. And called for "a common understanding" of the articles of the Constitution, the law of oil and gas will be the main files that will be discussed with the President of Kurdistan, Massoud Barzani.
In the meantime, leading in the Patriotic Union of Kurdistan (PUK), led by President Jalal Talabani, the committees formed by the Governments of the region have agreed to identify problems and scheduling priority.
But deputies in the Parliament of Kurdistan believed that "there is no justification for optimism" with the Prime Minister, expected to meet Barzani and Maliki "Protocol", noting that the dispute revolves around approaches to governance and deviations in the political process as a whole.
Erbil is preparing to host the first meeting of an Iraqi Government in the capital of the Kurdistan region. And the Kurdistan Regional Government announced, on Thursday, welcomed the visit and expressed the hope that the beginning of resolving the outstanding issues between the Centre and the region.
He was President of the regional government nechirvan Barzani visited Baghdad last month, during his meeting with Al-Maliki agreed to solve problems and end the crisis with the territory based on the Constitution and the federal system under the unified, and the need to pass laws and legislation "mission" to resolve the outstanding issues as "oil and gas law". As seven joint committees have been formed between the two sides, led by the heads of the two Governments and under the supervision of a number of senior officials, to resolve outstanding problems.
In an interview for the "range" on Friday, Fuad aldorki, a Deputy from the State of law Coalition, "the best solution to end the Kurds be files in agreement on unified interpretations of the Constitution." Aldorki, pointed out that "the territory recently exceeded the powers granted in the Constitution by asking difficult demands for high ceilings. With the State of law MP expressed hope that Al-Maliki's visit to the region will be successful and productive by all standards and lead to results that serve the Iraqi people and its unity, "the Council of Ministers meeting in the Kurdistan region has several important messages that the territory is part of Iraq, in addition to send messages of love and contentment of the Kurdish people, especially the National Alliance and the Kurds have strategic relationships".
The main issues on the table between Barzani and Maliki, aldorki explains that "the visit will focus on the schedule and map files to resolve despite the controversial points need to be long, especially those relating to the legal interpretations, such as the oil and gas law". "There are draws two types of problems, the first to be resolved through constitutional mechanisms and these do not need to make concessions neither from the Federal Government and the territory", "differences, everyone has to make some concessions to resolve it."
The Prosecutor expects "the Dawa party activate visit out previous agreements between the Centre and the region", adding that "the most important issues to be discussed and to formats suitable for the oil and gas bill is inactivated in the House especially, many obstacles to adoption of the Act of a political nature and not technical." To detect Saadi Pira, Member of the political Bureau of the Patriotic Union of Kurdistan (PUK), "Al-Maliki's meetings and discussions with the region's President Massud Barzani will be confined to discussion of the 7 points that have been agreed between the two sides during the visit of nechirvan Barzani. Beer, said in a statement to "range" on Friday, saying that "access to Arbil, Al-Maliki has great significance on moistened atmosphere and make a breakthrough crisis initiatives more proactively," he said, adding that "technical matters will be a contentious task committees formed," Noting that "the findings of the committees until now is the agreement on problems, and scheduling the most agreement among the legal formulas for ending all controversial points." But Abdel-Salam Berwari, a Kurdish Member of Parliament, says "there is no justification makes us expect a breakthrough to the crisis between the territory and because of Al-Maliki's visit to Arbil."
Barwari, confirms in an interview for "the range", that "the problem is not the differences but it is a collision between two approaches to the management and governance of the country, especially since the democratic process paths taken by the deviation. The MP, from the Kurdistan Democratic Party (KDP) led by Massud Barzani, said that "the fact of the problem is a lack of understanding of the Al-Maliki federal system enshrined as constitutional and how the Government's handling of the territory."
Barwari indicates that "governance is individually there is no Council of Ministers does not give importance to the existence of the legislative authority, there jumped on independent institutions and bodies", and that "judicial control is to make us fear our destiny."
Kurdish Parliament Member said that "Maliki has hampered oil and gas law passed after the attribution of the Act the Deputy Hussein Al-Shahristani.
Barwari criticized the newly formed committees to discuss the outstanding issues between the territory and the Centre, arguing that "this method of procrastination and postponed until further notice", pointing to "non-fulfilment of any promise to the Kurds, Al-Maliki since he assumed the Presidency of the Government so far," according to Al-Maliki, vowed "months after he took office, ending the file of article 140 in 2007 but this file is not one-step solution plans".
