House of Representatives vote on the bills and finish reading three laws and allocates billion dinars to compensate the victims of floods

House of Representatives voted at its Twenty, which was held under the chairmanship of Mr. Osama Najafi, head of the House of Representatives and the presence of 174 deputies on Tuesday, 05/07/2013 , the two bills ended the first and second readings of the three laws.

At the beginning of the meeting initiated by any of the Holy Quran Presidency postponed the vote on the health of the membership of a (Thamer Ibrahim visible) and the report of the Legal Committee of the non-completion of two thirds of the number of deputies present.

On the other hand stressed Mr. Najafi response to a request MP Bahaa al-Araji, the need to speed up the vote on the law criminalizing the Ba'ath Party, that the draft law presented to the committees of security and defense, legal and accountability and justice for his study, where DAI approval of the security and defense committee while not Committees submit their opinion on it.

In turn MP Qais الشذر, the chairman of the Justice and Accountability Commission that the Commission is still studying the bill, which will be ready for a vote during the next couple of weeks.

In another matter, the Council voted on the recommendations of the Committee on Agriculture and responded in a statement which was followed by private floods and flash floods experienced by a number of provinces, including the southern region and the legacy of damage to farmers in those areas.

The recommendations included the Commission to provide financial aid by the House of Representatives of the affected areas and compensate the government for Mtdharaan damages rewarding and extend working hours for receipt of crops in silos by the Ministry of Commerce as well as the formation of a fact-finding commission to diagnose negligent and hold them accountable for their knowledge prior rainfall in addition to the need to take the Ministry of Water Resources necessary measures to prevent the recurrence of such damage.

The Council voted to allocate billion dinars from the budget of the House of Representatives to compensate those affected by the floods in addition to the formation of a fact-finding committee comprising the Committees on Agriculture, water, health, environment and finance.

Then the Council voted on a draft law amending the Social Welfare Act No. 126 of 1980, as submitted by the Committee on Labour and Social Affairs in order to cover adults who are over the age of eighteen and continuing the study until the completion of their undergraduate study care in the role of the state and securing social and health care and educational material for children and young people and children and adults covered this law, especially the women's category.

And completed the Council vote on the draft law on accession of the Republic of Iraq to the Convention on the Arab Organization for information and communication technology for the Foreign Relations Committee, services and reconstruction of the desire of the Government of the Republic of Iraq to انظمام to the Convention on the basis of the need to establish Arab cooperation effectively and continuously between the parties concerned in this area.

The Council also ended the first reading of the draft law amending the Penal Code No. 111 for the year 1969 and the report of the Legal Committee for the purpose of tightening confidential informant punishment commensurate and lowliness to do.

The Council has completed the first reading of the draft law amending the Criminal Procedure No. 23 of 1971, which aims to develop safeguards for accused toward the umbilical News.

For its part, decided the Presidency to postpone the first reading of the draft law on the first amendment to the law of the Supreme National Commission for Accountability and Justice No. 10 of 2008 and the first reading of the draft law on seizure and confiscation of movable and immovable property belonging to the pillars of the former regime, and the reports of the two committees of legal accountability and justice to the session next Thursday.

The Board completed the second reading of the draft Labour Code submitted by the committees of Labour and Social Affairs and the institutions of civil society, which includes 157 items to be discussed at the next meeting.


Then decided to adjourn the meeting to next Thursday 05/09/2013.
