The Deputy said the State of law coalition agreement political blocs to pass the budget bill for fiscal year 2013.


Abbas Al-Bayati, said Wednesday that "it is the right balance to ensure that some blocks of a massive it had promised her Street and popular base, required to make transfers in the budget sections and some budgets.


"So we have to ntvathm it for balancing all Iraqis and that standards of Justice and balance and guide us in this, and not the demands of the masses outside the Constitution and the law, as a result, as in previous budgets, there will be more than one meeting, where clusters will reach a formula that will satisfy more than one block and pass the budget and ratified by Parliament."


The House postponed Thursday its to Saturday without reaching agreement on a draft law on the General State budget for 2013 amounting to [138] trillion dinars, which was scheduled to vote on them.


Sources at the meeting of the Presidium of the House of representatives with the Finance Committee and leaders of parliamentary blocs about the draft law on the General State budget for 2013 on the reasons for the lack of agreement on the budget.


The source said that the meeting did not yield an agreement due to differences between the blocs about the budget, demanding that representatives of the Kurdistan Alliance not to reduce the balance of the Kurdistan region less than 20%, and to make the salaries of Peshmerga forces within the Federal Ministry of Defense allocations, allocation [4] trillion dinars in arrears for foreign oil companies operating in the territory. "
