"

Regarded as the Kurdistan Democratic Party led by Kurdistan Region President Massoud Barzani, in the (January 11, 2013), the opposition's demands on the transfer system of governance in the region of a presidential to a parliamentary "fanfare and electoral propaganda", while he expressed his acceptance of the proposal if according to legal and constitutional framework.

It consists draft law signed by 14 articles, according to Article 2 thereof, must be regional president and his two deputies of the population of the region, that is not under the age of 40 years old, and must have a high experience in his work, and received the votes of 15 MPs or to sign 5000 citizens in the region for the purpose of his candidacy for the presidency of the region or to be vice president.

According to Article IV of the draft law must receive the candidate for the President of the Region on 2/3 of the members of Parliament in a secret vote, and in the absence of a candidate to the sound enough then the first candidate and a second holds the highest number of rest vote last and then be selected more candidate winning more votes from members of Parliament president of the region, and according to that article also under oath by the head of the elected parliament and 40 days after the president of the province chooses two deputies, and be voted for in Parliament also.

In the absence of regional president for any reason was given all the powers of the president of the Region to the first deputy of the exercise of his works, and should be one of the Vice-President and another woman from the non-Kurdish nationalism.

According to Article VI that the cycle of the presidency of the region four years, and is entitled to nominate only once, and to be elected speaker of parliament as of 30 meeting of the parliament and from the first session.
