President Jalal Talabani said Thursday that Iraq has met its obligations to international commitments and returned to the international community, stressing the importance of the UN role in helping Iraq out from under Chapter VII.

Talabani said in a statement issued today, and received "alsumaria news", on the sidelines of a meeting with United Nations Secretary-General Ban Ki-moon in Baghdad, that "Iraq has fulfilled its its obligations towards international commitments and has returned to the international community", noting that "Iraq plays a big role in maintaining peace and security in the region and its active participation in international forums".

Talabani stressed "the importance of the UN role in helping Iraq out from under Chapter VII of the Charter of the United Nations", "valuing the efforts of the United Nations in support of the Iraqi people."

For his part, the Secretary-General of the United Nations was optimistic "chose the language of dialogue and peace to resolve problems and disputes between the Central Government and Kurdistan."

And United Nations Secretary-General Ban Ki-moon, Thursday (6 December 2012), to Baghdad for an official visit to discuss outstanding files between Iraq and Kuwait, where he met with Iraqi Prime Minister Nuri al-Maliki and called for Iraq to be accelerated to resolve differences with Kuwait, stressing that Chapter VII was found to protect Iraq.

And the Secretary-General of the United Nations Ban Ki-moon during his visit to Baghdad to resolve outstanding problems between Iraq and Kuwait, in preparation for take out Baghdad fallout from Chapter VII.

And Iraq since 1990 is subject to section VII of the UN Charter imposed after the invasion of Saddam Hussein's regime, the State of Kuwait in August of the same year, this item allows the use of force against Iraq as a threat to international security, as well as to freeze large amounts of stock in banks to pay compensation to those affected by the invasion.
