Baghdad (IraqiNews.com) -The Legal Expert, Tariq Harb, clarified “The Article 62 of the constitution identified the rules of endorsement of the budget law in addition to the final accounts without linking the endorsement of the budget with any condition even the submission of the final accounts.”

He stated to IraqiNews.com “Commenting on the some sides statements that endorsing the budget is conditioned by submitting the final accounts to the parliament, I say that nothing mentioned as a condition for the endorsement of the budget in Article 62.”

“This article identified the authorities of the parliament concerning the endorsement of the budget without linking it to the final accounts,” he added.

“The article does not mean delaying the endorsement of the budget law till the submission of the final accounts,” he concluded.

It is worth mentioning that a number of MPs objected reading the draft of financial budget law of 2013 during Monday session.

Parliamentary source stated to IraqiNews.com “MPs rejected reading 2013 budget law draft before receiving the final accounts of 2012 budget.”

Earlier, parliament held its regular session after being delayed for half an hour due to the lack of the quorum to vote and read a number of law drafts.
