Looks like Kaperoni was right, the Council has given their approval for the resumption of the 3 zero program.. Otherwise in the article it would have been stated the Council had forbidden further progression of the 3 zero deletion program. The Council had outlawed it about 6-8 weeks ago.

Shabibi could have been jailed had this been illegal, but instead, the Council says to go slow....thats all.
