The federal Iraqi government oil contracts signed between Kurdistan Aqilm Government of Iraq and the international oil companies operating in the region illegal Asantada to the provisions of the Iraqi Constitution, which stipulates that Iraqi oil belongs to all Iraqis, and therefore the development of oil resources and dispose of them within the competence and responsibility of the Iraqi government of the Federal exclusively.

4 representatives of the oil and gas committee in the Iraqi parliament.
5 representatives of the UN office in Iraq.
6 representatives of one of the consulting firms of international oil independent and well-known expertise and integrity in this area and that parties agree upon, and if that is not possible, each Party shall nominate a company that chooses to do the job and approved by a second party.
