The independent Iraqi news agency M / ... decided to attend the meetings of the Iraqi List, the House of Representatives for a vote on the budget, but stressed it would continue to boycott the rest of the sessions of parliament and the Council of Ministers because of what it called a policy of exclusion and marginalization against them.

This could be big. Budget approval indeed could be linked to the RV and Phase 2 in my opinion. Whether it be a huge piece to the puzzle or not remains to be seen. I DO think there is some POSITIVE correlation though.
